  19. <p>     The New York Governor signed a bill restricting "dwarf
  20. tossing" and "dwarf bowling." In tossing, a consenting and
  21. harnessed dwarf is hurled toward a mattress; bowling entails
  22. a dwarf's being strapped to a skateboard and rolled at a set
  23. of pins. Cuomo called these diversions "strange."
